Two massive sections of carriageway with broken tarmac

I’ve been travelling to Huntingdon since January when I first spotted these two bad holes in the fast lane eastbound on the A14 near Spaldwick, I only do this journey three times a week and I’ve just had a month off so I was hoping that these holes might have been gone by now but funny enough they’re still there. This has been six months now since I first spotted them. Do you Not have a legal obligation to repair these holes??
