Growth affecting my fruit trees

I have reported this problem at least 3 times over the past few years My garden backs on to a motorway where, when I first purchased the property , had one fence between the garden and motorway. Several years ago another barrier fence was erected which I understand was to reduce motorway noise. There is a gap between both fences where vegetation grows wild, and in the summer especially has choked my apple & plum trees as well as taking over raspberry pants and a hawthorn tree. I have always got a polite response from yourselves, but I have been informed several times that it is “no man’s land” hence not your responsibility. As far as I am concerned you installed the fencing and therefore your responsibility. I have asked for legal advice and been told that there is no such thing as “no man’s land”. I really would appreciate some action on this ongoing issue please
