No public pathway access im disabled and struggling to get out of kelpie marina

I am disabled man living at kelpie marina I cannot leave the yard by my mobility scooter only by expensive taxis I can't get the bus as can't get to the stop why are all the pathways blocked putting us in danger with no pavements is there no consideration for residents here? I am struggling with all works going on that's all I have to say
