Variable speed indictaors far to small, hard to see and often obscured by other vehicles and sunlight

FixMyStreet ref: 5949524.

These need to be made far more visible, I check as often I as I can how visible they are and often its very poor, this is the case on both directions.

Handing out penalties when they cannot be seen and ensuring that the phot evidence does not show the indicators from the perspective of the vehicle to avoid dispute seems unfair to all users.
