Graffiti on underside of bridge

I opened a case a week or so ago about a large amount of graffiti on the underside of the bridge on the A40 along from the Honda garage. I got a mail today saying that they cant deal with it as its inaccessible and dangerous yet there are numerous other bridges that have had graffiti removed around the area that are no different to this one.
