Drainage system not cleared during recent road closures

Sent to National Highways less than a minute later. FixMyStreet ref: 5854531.

The west bound drainage 'duct' has been left with grass and litter blocking the drains and cess ducting. Why wasnt this area cleared when the slip roads between junctions 6 and 7 were closed on this carriageway? Masses of litter and debris are present and will cause more problems with flooding in this area as excess water will not run off, but will run back down towards jnct 6 (which has been cleaned!)?
