Blocked drainage

Following a visit from two Welsh water employees today (4/4/24) who had been contacted by a Neighbour to investigate a large water leak at the end of my drive, I have been advised to contact the council to further investigate the issue. They have advised that the leak is not caused by a Water supply to the property The Pines. This was established by turning off the supply to see if the leak would stop or slow considerably to thus prove the source. The leak failed to slow at all and so their conclusion is that it is a council issue to do with the drains which handle the water running down the road/ditch from Dinmore Hill. The ditch that runs down from the hill adjacent to the road has a drain at the end next to my neighbours garden. It is clear that neither the drain or the overflow pipe just prior to the drain can cope. This may be caused by a blocked drain at some point or the volume of water. Either way the surplus water is surfacing at the end of the drive of The Pines and during heavy rainfall is entering the forecourt of the neighbouring garage. This situation has been going on for some while now and clearly needs further and rather urgent investigation as it is affecting four properties. Welsh Water have now concluded it is not their issue and thus I am contacting yourselves for assistance.
