Fence damage

Sent to National Highways less than a minute later. FixMyStreet ref: 5762453.

The fencing directly behind our bungalows is falling apart & is an eyesore. It has only been up a short while and is falling apart whereas the fencing on the rest of the bypass is better quality or concrete. Would it be possible to have a more substantial concrete noise barrier?
