Blocked drain

Blocked road drain on York Road when it rains. All the road surface water is going into my private property and into my garage unfortunately. My property including the single garage is below the road surface as the ground slopes downwards. The road surface water is flooding the land and garage. When it rains, all of the road water flows down York road and into my garage. It floods every time unfortunately. Please can you help me There should be road drainage and because there is a slope towards my garage, the kerbs (including lowered kerbs) should divert water to a drain at the lowest point in the road. Do you think a verge needs to be installed please?
