Roadworks next to roadworks

Finally, after four years, the bypass opens, yet more roadworks are being done at Shard Lane and Mains Lane, but the biggest question is there is also some more roadworks further down mans lane towards the bypass which is stopping people from getting through the first set of roadworks before you get to the new set of roadworks before you get to the bypass. Who plans this?

Thank you for your email on 21 March regarding the A585 Windy Harbour to Skippool project.
We’d like to sincerely apologise for the disruption you have experienced at Shard junction.
Improvement work began on Wednesday 20 March at Shard junction with three-way temporary traffic lights in place on Mains Lane and Shard Road. The team have been consistently monitoring the road usage and adapting the traffic management that we have in place according to the traffic levels. This approach has helped to ease the situation and we will continue this monitoring.
During the construction process the temporary traffic lights will be in operation day and night, as various construction activities will be underway to improve Shard junction. This project is anticipated to be completed within approximately twelve weeks. Once the new permanent traffic lights are installed and commissioned, we will remove the temporary traffic lights.
We anticipate that traffic travelling to and from Over Wyre will be affected during these works. However, we will be able to adjust the timings on the traffic lights, due to less traffic using Mains Lane.
We will endeavour to complete this work as quickly as possible. Unforeseen circumstances or adverse weather could affect our works and the duration that temporary traffic-lights are in place. Thank you for your patience while we improve Mains Lane and Shard junction.
In addition, on Thursday 21 March we were made aware that Electricity North West have implemented traffic management at Old Mains Lane in order to carry out emergency electrical work. We are in communication with Electricity North West and have been advised that this work shouldn’t take too long.
Please be advised that this emergency work is beyond the control of the A585 Windy Harbour to Skippool project.
