Please investigate new entrance in dangerous position opened onto oneway side road off slip road on A38 (up side towards Liskeard) Gravel on road to cover fact is no dropped pavement. Noise , pollution and visual barrier to A38 slip road removed(vegetation).Drainage ditch previously kept excavated by Highways now infilled with hardcore. Vehicles seen using road in wrong direction despite no entry signs.

We aren’t aware of any proposals for a new access in this location which we're assuming is definitely on the A38 off slip/connector road?
Any new (or altered) access onto the road network requires planning consent – however, Department for Transport Circular 01/2022 (The strategic road network and the delivery of sustainable development) under paragraph 21 states that “In line with the standards contained in the Design Manual for Roads and Bridges (DMRB), new connections to slip or connector roads will not be permitted for safety and operational reasons.”
Therefore, should an application for planning consent be submitted, we'd recommend that Cornwall Council (as the relevant planning authority) refuse planning permission. Similarly, as the strategic highway authority we would also not grant consent for the formation of a new access under Section 175(b) of the Highways Act 1980.
In respect of the works that have been undertaken, it would be helpful to have photographs of what has been done which enables us to clearly identify the location as that will be required for us to raise with Cornwall Council’s planning enforcement team.
