Vegetation choking the surface water drainage ditch which runs along my boundary.

Following a series of emails involving our MP in 2008 The Highways agency accepted responsibility for the ditch that runs along the southern border of my property and cleared it to ensure water entering the ditch could flow freely away. This work was to be part of the 'Routine and Winter Service Code' It is currently blocked by vegetation and is killing my hedge not to mention increasing the flood risk to my property. I would be grateful for a response as to when it was last cleared and when I might expect it to be cleared again. Thank you
