Flooding on a35 bend around black down

Water flooding both carriageways of a35, very deep on eastbound carriageway forcing traffic to travel eastbound on westbound carriageway. Water is run off from waterlogged fields causing the roadside gullies to overtop and flood the road. This is a persistent problem every time with heavy rain. The flood is obscured from approaching traffic in both directions. Locals are aware of this but visitors are not and there is the potential for a serious road traffic collision.
