New Filter drain/fin drain not working

Sent to National Highways less than a minute later. FixMyStreet ref: 5580251.

Travelling southbound during dry weather (but after recent rain) there is a large swath of water crossing the carriageway. While passing it appears to be coming out of the fin/filter drain, and crossing the carriageway to the concrete drainage channel on the opposite side. Approx 5m width of water, would be a significant hazard in freezing conditions.
