Electronic billboard too bright

There is a large electronic billboard on the M32 as you come into Bristol. It is so bright that it's dazzling and takes a while for your eyes to adjust to it, which makes it incredibly dangerous when you're driving. It really needs to be dimmed or moved. There is a complaint logged on the BCC street improvement website but there's a comment from an officer saying this is a National Highways matter. Please can this be investigated.
