Blocked culvert causing roadside storage pond to flood adjacent woodland

I am joint owner of Decoy Farm ( see map ) On the southern side of the carriageway at the location marked on the map HE have a roadside storage pond which is supposed to flow through a culvert pipe in the brick retaining wall into a ditch and then into the Boultham Catchwater Drain. However, this culvert has been blocked for months and this is causing flooding of our woodland, which is causing the trees to die. The woodland is covered by a blanket Tree Preservation Order ( TPO ). In my view either the brick retaining wall should be removed ( serves no useful purpose ) or steel grating needs installing upstream of the culvert to catch debris and stop the culvert pipe blocking.
