Rotating (mechanical) speed limit sign is permanently showing 40

Reported via desktop in the Electronic Sign (NH) category anonymously at 22:14, Fri 29 December 2023

Sent to National Highways less than a minute later. FixMyStreet ref: 5367131.

The mechanically rotating speed limit sign (not a digital display) for entrance to the Hindhead tunnel is stuck showing 40 mph for lane 2 but the sign for lane 1 shows national speed limit. I have driven this route several times in the Christmas week and it is consistently causing traffic jams as one car will drive the entire tunnel in lane 2 at 40mph. Sign has been broken for around a week.
