Pedestrian crossing not working

The traffic light sequences are not working. I crossed on foot North to South with no pedestrian phase on the slip road to Lyons Farm Retail Park (outside the Toby Carvery). There was also no pedestrian phase across from Toby to the old Argos store. The pedestrian lights just remained red even when the traffic allowed crossing. The West to East A27 had 2 X red and green sequences and 2 X red and green filter lane sequences onto Sompting Road before the pedestrian phase showed green. People were crossing in-between gaps in the traffic. It took me 10 minutes to cross both carriageways. This was noticed this morning since the temporary lights were taken away. Please correct. Even with the temporary lights you had to stand in-between carriageways as the pedestrian phases didn't allow you to cross North South and vice versa in one go. This is a busy pedestrian junction yet it seems the flow of traffic has been significantly prioritised with these new lights. Someone will be struck by a vehicle as the pedestrian phase is so delayed it appears it isn't working at all.
