Car charging cable laid across the pavement at night

Sent to National Highways less than a minute later. FixMyStreet ref: 5258702.

The owner of car registration P10 GKN resident of number 5 South Undercliff charges their car by laying the cable across the pavement and has no warning signs I should imagine this is actually illegal not to mention dangerous I have actually tripped over it in the dark and broken a bone in my elbow this needs to be stopped please I have informed the police but they aren’t interested.
