M11 South Bound - Near Great Chesterford

There is a reduced speed limit of 50mph down to 40mph on the M11 near Great Chesterford, on the south bound carriageway for approximately 2-4 miles.
A number of the temporary speed limit signs are not present, there are multiple temporary signs that are not visible due to have been blown over.
This is causing confusion with multiple road users, which is causing multiple cars to do various speeds from 40mph to 70mph due to a lack of clarity and speed limit repeater signs, during the road work section of the carriageway.
There doesn’t appear to be any carriageway maintenance or highway staff on the road or any obvious cause to the reduced speed limit, which questions why there is a significantly reduced speed limit in place.
If this could be looked into as a matter of urgency as this is a potentially dangerous situation.
