Non roadworks

I drive to work on the A47 daily. There is a small set of traffic lights situated between Thorney Toll and Guyhirn West bound. I have had to go that way six times this week, there are no signs of any roadwork being carried out on that stretch of road on every occasion, my work colleagues also use that road regularly. Traffic is queued must be two miles either way on that stretch of road. what i would like to know is why is there traffic lights there, causing me to be late and i would think a lot of other people being late for work?
