2 potholes on the corner of the slip lane onto the M40.

National highways stated that they aren't responsible for the slip road so Ihave reported this to Oxford City Council who have responded they are only responsible for the roundabout and the slip road is National Highways responsibility. One of the 2 parties must be responsible?
