Culvert blocked with silt/vegetation

Sent to National Highways less than a minute later. FixMyStreet ref: 5183715.

I work for Network Rail and we need to clear a culvert which goes under the tracks from Forty Acre Farm (new development), however half of the culvert/ditch is on highways land and we will need you to clear from your side before we can do our work. Can you help please?
