Obstructive parking on footway

Several cars parking on footway on south side of A30 near to McDonalds. Some drives are leaving barely enough room to pass and being a very busy main road, pedestrians should have access to all of this footway and not just a small part of it. Cars parked closer to McDonalds are the ones leaving the least amount of room to pass as there is less road space here but they still park there anyway.
