Blocked drains

We have a drains along the double width footpath out side our house. (We love at number 10 holmer road which is on the A49 through hereford) Back in February of 2020 we have flooding due to the drains being blocked. They were cleared after this event. However they appear to be blocked again. The drains just up the road were cleared a few months ago but the ones outside our property were not. Over the last few weeks when we have had heavy rain we have seen a build up of water outside our property which is getting close to spilling over onto our driveway and beyond. The drains across from us also appear to be getting blocked as well leading to water building up as well.
