This sign never displays a speed. the sign before says 30 but this and every other is blank

Sent to National Highways less than a minute later. FixMyStreet ref: 5080658.

The sign never says if the speed limit has returned are staying at 30. the sign before shows 30 for the lane merging but then no other sign along the road says the speed returns to the 40 nor does it say its staying at 30. For a stretch of road that is camera'ed with a variable speed limit and an average speed zone motorists do not know what the speed limit is
