Message signs northbound J10-J9

The two MS3 signs northbound between J10 and J9 have not worked since being replaced a few years ago despite the NH app suggesting they should be showing journey time information. This is also the case with the two message signs southbound near J7 which were replaced at the same time and have also never worked.
