Lots of dead/leaning trees

There are approx 8 trees that are leaning over and look like they might fall soon into the private carpark. This appears to have happened following heavy rainfall in recent weeks/months.

1 tree has already fallen onto a car in the carpark and caused some damage.

Welwyn Hatfield borough council & Hertfordshire county council have informed me that highways England are responsible for the maintenance of this area
