Why are majority of the a63 lay bys closed/coned off on both sides of the dual carriageway. A friend of mine had an issue with car and had to continue because could not stop. It has been like this for months now.

Thank you for your report of 15 August 2023 about the layby closures along the A63 North Cave to South Cave. We understand your concerns and are sorry that your friend was inconvenienced by this.
We’ve investigated your report and can advise that there are overnight closures from 8pm to 6am along the A63 North Cave to South Cave for ongoing electrical works. These closures include closing of the laybys. This acts to prevent drivers, particularly HGV drivers from getting stuck in the roadworks in the evening time. Ensuring the laybys are empty before we begin working is essential to ensure the safety of road users and our workers.
We’re happy to advise that these works should be completed in time for this coming weekend when the laybys will be reopened. We hope that going forward this improves your experience using the A63.
