Blocked Drain, drain too high, two drains tarmacked over

Hello, after the heavy rain this afternoon I have noticed the following on the service road adjacent to the A11 at Worsted Lodge area of Balsham. 1. Drain blocked direct outside of our driveway on the opposite side of the service road. 2. The adjacent drain to this has been set too high and not allowing water into the grate. 3. On the side of the road nearest to the houses, two grates where tarmacked over in the spring however haven't been dug out since. The workmen have recently left this area to resurface elsewhere. These drains are causing a significant puddle to form during heavy rain.

The above issues have arisen since the resurfacing works where completed back in the spring.
