Failure to maintain a clean & safe environment

In celebration of the aniversary of the commonwealth games. Would it be possible for Birmingham City Council to redirect the spare capital from the EH enforcement budget for Alum Rock to clean the area surrounding Spaghetti Junction? Given it's been noted within the national press that BCC are deliberately failing on the enforcement front in the B8 area. i.e. failing to enforce the much needed approach of 'Clear the rat infested rubbish and utter filth sorrounding your premises with 14 days otherwise we'll close you down!' Surely as the budget for this appears to be languishing somewhere up the Council responsible for this failure. Can B23 have it? Only it's been one year exactly since any cleaning of Spaghetti Junction and the surrounding area has taken place. It's utterly filthy, strewn in debris and worse, and covered in graffiti. The entire area from Salford Park, the underpasses, island and slip road access to & from Gravelly Hill needs considerable attention. Knowing this from last year, I must very publicly question why no street cleaning schedule has been produced to facilitate this by BCC? i.e. make any attempt to deal with what they have effectively permitted to deteriorate into an area to rival the documented concerns relating to B8? The Council in question needs to take on board the fact that 'most' of the individuals that live in Birmingham want to live in a clean & safe environment. Whereby, said individuals are forced by the tyranny of a judicial system to pay considerable sums to an Authority who is failing on all fronts to run this city correctly. Pity hmcts didn't appear to concern itself with the fact that the same apathy spawned by this Authority is applied across the board in relation to ALL it's responsibilities. Sadly, lest we forget, this systemic and appalling attitude recently led to death of another child when Social Services ignored a crack head smoking her crack out of the casing of her child's inhailer. It would be intetesting to see just how many Judges actually transit through Spaghetti Junction and don't trouble themselves to reflect upon the visual evidence immediately available to them regarding the conduct of the ssocial workers and the Authority in question. Judges take an oath to uphold the law. One is thus prompted to question why they're turning a condiderable blind eye towards an Authority's repeated and documented failure to do so? Parliament clearly needs to act and by all account - act swiftly!
