Gantry speed signs not working

Overhead speed warning signs were not working during a flood and a broken down incident car today. Next set of digital signs were showing speed so assuming these did not work. Signs on the road earlier may also not be working.

M4 heading westbound BETWEEN JUNCTION 1 AND 2 (FixMyStreet would not let me drop the marker in the right location).
