Street light replacements not finished

Street light 0976 Was replaced sometime BEFORE 2008!!!! It’s STILL not been completed!! Why? Unsure which light works but one needs removing. As you’ve not picked up on this in over 15 years!!! May I suggest everything is checked along this road?
