Continuous flow of water!

Sent to National Highways less than a minute later. FixMyStreet ref: 4770476.

There appears to be a continuous flow of water on the left hand side going north. It appears at the top of the hill and emanates from the bank and has been flowing during dry and wet periods and all summer. My concern this is either a leaking water main or out fall from a Septic tank in which case it would be a health hazard. It could be just water run off as it is at the top of the hill and runs all year round.
