Large banner on railings

Sent to National Highways less than a minute later. FixMyStreet ref: 4767869.

Very large black banner attached to railings to the bridge of what I think is Hankham Hall Road over the Pevensey bypass. Possibly made from corrugated plastic. 'You can question the science' or similar is the message on it. Bit distracting and unexpected.
