Closed 3 lanes and there was no workforce in the road at all

You closed 3 lanes on the motorway for no reason caused a massive traffic jam. Unnecessary lane closures, no cones out nothing on the road, no signs to state how long the supposed workforce was in the road for. No end sign or no cones to signify end of closure. There was reason to have any of those closed. Multiple speed cameras going off when cars are going 25/30mph, causeed chaos and dangerous driving.
