Confusing road sign

Sent to National Highways less than a minute later. FixMyStreet ref: 4620649.

Approaching the Hindhead Tunnel travelling north there is a sign which states that the right hand lane is closed ahead and that the speed limit is 40 mph. About a 100 - 150 metres ahead the speed limit reverts to national and there is no lane closure.
