Traffic Calming Lights On Under Unnecessary Conditions

Recently, I've noticed that the traffic calming lights when entering the M60 E/B at J2 seem to be on unnecessarily. I've no idea what criteria are used, but it tends only to be used when traffic is <10mph or stationary on the M60, this isn't the case recently.

This was definitely noticeable over the last couple of weeks when traffic on the M60 was flowing quite freely.

This became obvious this morning at circa 08.20, it was clearly visible on approach that all three lanes of the M60 were flowing freely at 60+mph, and there was nobody at the lights, yet they were still signalling a complete stop.

This is quite dangerous as realistically nobody would expect an urgent stop under those conditions, nor would they expect someone to be stationary for no reason, at the end of a clear 60/70mph approach slip road...
