Vehicles using hard shoulder to avoid traffic queue

Sent to National Highways less than a minute later. FixMyStreet ref: 4553450.

Signs asking vehicles not to use the hard shoulder. No CCTV cameras in evidence contrary to signage and vehicles using this lane constantly, pulling in and almost hitting my car on one occasion. Please look to deploy CCTV at this location to stop this dangerous practice.
