Highways maintenance van dangerous driving

I was overtaking a highways maintenance van, when the van suddenly swerved into my lane without indication. I had to take evasive action and fortunately there was no car passing me on the right. This was an extremely near miss and I was barely able to keep control of the car. I was extremely shaken.
Being in shock I slowed and eventually the van overtook me. I observed the van for a while and noticed continued swerving within their lane. I later passed the van and observed the driver using their phone.
This took place on the M1 going north at approximately 7.30pm. Registration NL20 0PN. Please can you ensure the driver does not endanger the lives of other road users again?

Driving to work this morning with my two children in the back of the car and as I approached the Coventry ring road junction 8, a Highway Maintenance vehicle with a loaded trailer behind it cut right in front of me at speed, missing my car by a matter of inches. The driver was coming off the ring road to head towards the Holyhead Road, but did not slow down to merge at all. How he missed me, I really don't know. The vehicle registration was FH21 YKO and it was approx. 8.55am this morning (24/01/24). I did end up level with the driver at one point and he made eye contact with me, so he evidently knew that what he had done was dangerous.
