Under-bridge pipe broken

Spotted a week or so ago, when driving northbound on the A243. Location of potential defect is the underside of the M25 bridge over the A243. There is what looks like a (ceramic?) (drainage?) pipe suspended from the bridge deck - a section has broken, is hanging down and appears to be draining down the side of the wall.
