Central divide litter, debris, vegetation and flooding

Sent to National Highways less than a minute later. FixMyStreet ref: 4475174.

The M62 specifically between J26 and J28 but including the whole of the M62 central divide is full of litter, debris, vegetation and drainage channels are ponding and flooding, not to mention left over cones and signage. It’s a complete disgrace and reflects very poorly on the UK and Highways England who, despite all their resource, seemingly are unaware or unwilling to do anything about it. How long do we have to suffer this before there is an accident and possible fatality as a result?
