Lorries regularly park on the pavement / cycle path

There are two lay-by areas on the north-east-bound carriageway, one which I have marked on the map, and other about 0.5 miles to the north-east, and lorry drivers often use these areas to sleep in their lorries, and they often park across the cycle path, which runs beside the road. This means that cyclists and pedestrians are forced to go round the lorries close to the traffic, which is normally travelling fast (the speed limit is 70 mph). I think it would make things safer if there were a barrier or bollards to prevent lorries from mounting the pavement. I have been cycling this route regularly for over three years, and I often see this hazard. I have some photographs that I can provide if require, which clearly show how dangerous this can be.
