Smart Motorway not updating to match the traffic between M6 J10a and M6 J8, both north and southbound

Over the plaster few weeks, the smart motorway has been displaying 50mph even when traffic in all three main lanes is so heavy that it is impossible to drive about 25mph, and mostly at 15mph. It is not opening the hard shoulder during peak times, causing traffic to back up to J1 on the M54 at J10a on the southbound carriageway and back up to J1 of the M5 on the northbound carriage. This is adding considerable time to journeys, adding a minimum of 30 minutes and often in excess of 45minutes when travelling southbound between 6am and 8am, and northbound between 3pm and 6pm.
