Littering/Fly-Tipping - No Public Bins

Dear National Highways,
I am writing to you about the A35 lay-by located at ‘What3Words’ location ‘cured.deadline.ventures’, after being directed to you by East Devon District Council.
There has been a litter problem at this location for several years which is becoming increasingly difficult to manage, due to a lack of litter bins in the lay-bys. Currently, there are car parts (exhaust pipes, used tyres, bags) on the public areas of land. To-date, we have also had to pay for 2 skips to dispose of rubbish which has been littered/fly-tipped in to private land (the field running parallel to the lay-by). We have recently had our hedges cut and, in the process, have had to fill another 100 bin bags full of uncovered litter; including hazardous human waste such as containers of urine, excrement, nappies and bags filled with vomit etc.
I do have animals living on this land and I am also extremely concerned for their welfare, being unintentionally exposed to this type of waste, as well as trespassers.
As a proposed solution, I would like to ask National Highways to please install litter bins in this location. The lay-bys have clearly been purposefully put there for drivers to stop and, therefore, are typical areas for people to need to dispose of waste. I strongly believe that, if the correct facilities (litter bins) were provided, the majority of people would use these.

Still no bins installed here. Hazardous rubbish, fly-tipping and general littering still happening in this lay-by, as there are no facilities to use. Can National Highways/EDCC provide an update?
