Unauthorised Men accessing door in A38 bridge.

Scaffolding has been up since December with nobody working on it.
There are men, mainly wearing hoodies, climbing up the scaffolding sitting on it and going through the door under the bridge. Sometimes leaving the door open and sometimes closing it. Initially they were sitting on the top platform but I couldn't see what they were doing. They have now put up two tarpaulins and made a 'den', so it is impossible to see their activity. I have photographic evidence of these men on the scaffolding.

I have been informed by Highways that Asbestos was found in the bridge and this fact has caused a hold up. Two weeks ago workmen started removing the asbestos, from what I could see, and put up warning notices. That work seemed to finish, the notices were removed, but since then there has been nothing done. The scaffolding is still up and I don't think the door had a lock put on it. To date I have not seen any unauthorised people either on the scaffolding or enter the door, however, that is not to say they haven't been on it or under the bridge. To my mind then my initial problem regarding the scaffolding being up there since before Christmas has not changed apart from the week's work removing the scaffolding.

A lock has now been put on the door that accesses under the A38 bridge. The scaffolding is still up (nearly 6 months) and I have seen a person on the scaffolding. Presumably not aurhorised as not wearing hi viz.
Why is the scaffolding still up?
