Hard Shoulder never open

Sent to National Highways less than a minute later. FixMyStreet ref: 4346748.

The hard shoulder is never open for traffic to use between J10A and J10 . The que is ridiculous and all the money taxpayers paid for smart motorways and the highways agency cant be bothered to turn them on. Tailbacks South J10A to J10 are stupid. Every morning 6-30 am and at 4-45pm and there are never cars broken down
