  • Thank you for contacting National Highways regarding litter on the M66 at junction 3. Litter picking on this route is the responsibility of National Highways. Over recent weeks we’ve conducted a network wide inspection to identify locations of litter build ups. Millions of customers travel on our network daily and despite our best efforts to clear it, our network quickly becomes littered with rubbish from vehicles and unsecured loads. We follow Defra legislative requirements under the Environmental Protection Act 1990 (EPA). This imposes a duty on us to keep public highways within our network clear of litter and refuse. Defra’s Code of Practice on Litter and Refuse 2006 provides a practical guide to meeting the duties under the EPA. We expect locations identified as being below the standards required in the Code of Practice will be cleared by the end of March 2023.
