Broken fence between public footpath and M18 N/B exit slip

Broken fence separating a public footpath and the grass embankment to the M18 N/B exit slip. This is a wooden fence 2 panels are completely broken and there is now no barrier between the public footpath and the grass embankment. This is a busy public footpath popular with dog walkers and families. My concern is there is now nothing preventing a dog or a toddler gaining access to the grass embankment. The embankment is on a steep decline to the M18 north bound exit slip. My concern is that a dog or child can now easily access the M18 and be injured or cause an accident. What3Words for the fence damage location rocky.riots.fuzzy. Footpath can be accessed from the top of the M18 J1 N/B exit slip just before it joins the a631 round about. This was initially reported to Rotherham Council who advised they do not maintain the fence and that it is national highway / highways england responsibility.
