Clammity at underpass Winchester j9

Sent to National Highways less than a minute later. FixMyStreet ref: 4287855.

So this evening we enter slow moving traffic approaching Winchester j9. And for 1hr we drift slowly down to the junction thinking accidentor roadworks. To find when we get there cones up and nord works in action. Are you joking ????or having a laugh ??people have to get home...put your cones out after 9pm. And then you have all night. McDonald's could do better than you.
